Categories of Membership
PHAQ has 4 principal membership categories:
- Ordinary Membership
- Corporate Group Membership
- Day Hospital Membership
- Provisional Membership
Ordinary Membership
Ordinary Membership is limited to a private hospital/health facility:
- at which patients are admitted for an overnight stay for medical, surgical, psychiatric or rehabilitative treatment and which is registered under the National Health Act 1953 (Cth) to be eligible for the payment of health insurance benefits and
- which is licensed under the Private Health Facilities Act 1999 (as amended) as a private hospital for the provision of overnight stays and
- is accredited by an industry recognised and approved accreditation agency in accordance with the definition of accredited under 1.1 of the Rules of the Association
Corporate Group Membership
Corporate Group Membership is granted to an entity which operates one or more private hospitals or day hospitals in Queensland, each of which would individually satisfy the requirements of Ordinary or Day Hospital Membership. Corporate Group membership is conditional upon satisfying the conditions of membership stipulated under rule 7 (2).
Day Hospital Membership
A private health facility:
- at which patients are admitted and discharged on the same day for medical, surgical, psychiatric or rehabilitative treatment which is approved by the Commonwealth for the purposes of basic health insurance benefits and
- which is licensed under the Private Health Facilities Act 1999 (as amended) as a day hospital and
- is accredited by an industry recognised and approved accreditation agency in accordance with the definition of ‘accredited’ under 1.1
Provisional Membership
Provisional Membership is a temporary category of membership for proposed new private health facilities. It may only be granted to persons or corporations who have received from the Queensland Department of Health, an approval in principle to either (a) erect a new building or (b) modify an existing building for use as a private hospital or day hospital. Such membership will terminate either when the building approval is withdrawn or when the facility meets all the requirements to be eligible to apply for either Ordinary or Day Hospital Membership. Provisional Members will be required to pay the applicable membership fee as if they were an Ordinary or Day Hospital member but will not be eligible for membership of the Management Committee and will not have any voting rights at general meetings. In all other respects Provisional Members will have the same rights as Ordinary Members and Day Hospital Members.
